VOTE-FOR-ME speech

In my second persuasive speech, I would concentrate on the motion of: "problems in my hometown and how to solve them". By doing that, I must attach some VOTE-FOR-ME details in order to gain votes from my supporters as I was pretending to be a politician running for votes to become a province's authority.

For me, I didn't feel confident about this speech because it was unexpected for me that I have to wear braces, and it barriers me from speaking on that day. However, I felt appreciated and proud of myself because I have spent lots of times learning the speech on the school bus :) If I have a chance to change, I would change my problems because I want more diversity in my speech, along with more hooking evidence in order to gain certain attention.

Here is the outline of my speech:

Introduction
A warm welcome to the teachers, my fellow mates, honorable guests, and all my near and dear ones. It probably won't surprise you that I have decided to run for a political seat for the role of the province authority. To prove my knowledge and why I should win a seat, I would like to name 3 problems in my hometown and the solutions I came up with to solve them.

My hometown is...
I would start by telling a bit of an introduction to my hometown- where my dad was born and raised. Nghe An is located in the heart of the North Central Region, on North-South and East-West routes which share its borders with Laos. With the 16,493,866 km2 area, it is considered the biggest and also one of the most developing provinces in Vietnam. The landscape was diverse, as you can choose to live in the diversified topography with seas, mountains, hills with verdant nature, long coastlines, white-sand beach areas, or a grade-1 city with a processing industry, varified infrastructure system, affordable living, and available centers including the accommodation available for expatriates, power grid, schools, entertaining destinations, restaurants, cafes, and many others leisure activities which would meet yours and other enterprises’ demands.


What are the three problems there?

Problem 1? Firecrackers

Family anecdotal: My village where my grandparents live.
Especially on Tet, because of old traditions and the number of elderly people
=> not just buying contraband firecrackers or making their own using simple materials such as paper, matches, hot stick glue, wire, and black tape
=> Illegal but old and local people still want to remain the old tradition

Evidence:
- 3 adolescent in Nghe An was injured while making firecrackers on their own. 2 were heavily hurt and 1 was lost one of his hands’ palm. (according to Thanh Nien News).
- More serious,2 dead cases were reported also on 2020 and 2020 New Year Eve’s, one was from grade 8 and 1 was in grade 10.
- From Tuổi trẻ news: Only in December 2020, Nghe An authorities have discovered and arrested a total of 240 cases, 280 suspects of violating the law on economics and environment, collected 225kg of explosives, 865kg of firecrackers.

Consequences:
- Could cause injury and even death
-After it exploded, paper scraps would be scattered everywhere, which would make the road unclean and left a bad impression on tourists
- The noise of those crackers would threaten animals and create chaos: According to Purina- Petcare company: “The noise and unpredictability of fireworks and crackers lead many dogs and other animals to perceive them as a threat. This triggers their fight-or-flight response. It may show other signs of anxiety, for instance, hyperactive, destructive, stubborn, and misbehaved.” More simply, these animals would act crazy and could easily cause damage to villager’s houses, vehicles, assets, and even humans, especially young children.
=> Plus with the mentality of “new” and “releases stress time”, people might be ignoring the rules and accept being arrested if being caught.

Why it is hard:
- Under Point b, Clause 2, Article 10 of Decree 167/2013 / stipulating the sanction of administrative violations in the field of social security, order, and safety; Domestic violence prevention and control: A fine of between VND 1,000,000 and 2,000,000 for acts of using firecrackers without permission.
- However, many families were not following those rules because the fine money was fairly enough or way cheaper than their family’s income.
- When tradition ossifies, it would turn out to be a liability. It is probably more dangerous that these actions were followed by younger generations. 

How would you fix it?
I would go back to the problem a bit and talk about why this “tradition” was still preserved although it’s bad.
2 main factors:
Lack of Education or Knowledge => Misleading tradition and rituals
Misalignment of Values => they would think when people react to this tradition, they just got a bad fit and would be used to it.
=> Therefore, what we need is to use wide-scale propaganda and education for Nghe An.

Meanwhile, the place has lots and lots of good schools with certified teachers and infrastructure, it would be easier for them to have access to the new knowledge if our anti-crackers program being proceed.

Problem 2? Fake services/ Phishing

This also the problem that Nghe An had.

- Statistics rate of 3rd child in Nghe An: highest is 28%

Why this is hard/ the problem:
Scammers in small provinces like Nghe An usually target elderly people, women, and even poor people => their main target would be people who normally don’t or less education received.

=> they would concentrate on promoting life insurance or house machines which are said to be “modern technologies” and sell at exorbitant prices.

=> Scammers would always say “This is what your children are using” or “This is rare, even to the city.”, etc. to attract the “prey”. Those products and services sometimes had no specific brand nor warranty certificate but obviously, the old people didn’t have good access to technology or today’s industry and market so they couldn’t know whenever this good or bad.
- After a time, those tricks would become more delicate and insidious.
=> It was happening both online and offline, in order to gain more money.

Evidence:
- According to the Kaspersky Lab, from 2012 to 2013, Vietnam has stayed on top with the highest rate of phishing attacks with a total rate of 160%, way farther than developed countries such as the UK(70%) and Russia(56%).


- From the Vietnamese Public News, Nguyen Thi Kim Thu (SN 1972, from Tien Giang, temporarily residing in Go Vap) has just been arrested by the police of District 6, Ho Chi Minh City for fraudulent acts of appropriating property. Thu's victims are families with difficult circumstances and illnesses.

Consequences:
-Increase the rate of poverty

How would you fix it?
Therefore, I had come up with several effective solutions including propaganda and promoting a hotline or organization that ready in 27/4 to help the citizens deal with those bad people. This solution could be considered similar to the idiom “kill two birds with one stone” because it would not just avoid the phishing rate, but also helps to build a more sustainable and healthy living environment and gain more trust for other governmental programs from the residence around Nghe An.

Problem 3? Pollution which leads to water system issues
-The problem of all nation

Evidence:
-According to the Vietnam insider news site, due to urbanization poses, Vietnam ranks 4th in the number of pollution-linked deaths in the Western Pacific region

-There were several cases since to last 10 years up to now in Nghe An, and the most recent was, at Dong Vinh Industrial Cluster, when the authorities were conducting an inspection, it was discovered that Nghe An Packaging Joint Stock Company had treated domestic wastewater, not in accordance with current regulations (BOD5 were 1.31 times and Coliforms 18 times higher than permitted standard).

-It is known that there are 3/7 industrial zones in Nghe An province that has not invested in a centralized wastewater treatment system; 14/22 industrial clusters have been put into operation but have not invested in wastewater treatment systems and of the 8 clusters that have not been invested, 7 clusters have only biological lake systems but no centralized treatment system.


How to fix this:
As a solution, if I was elected, my first step would be to moving these industrial areas out of the city or residents’ home areas. It would be a large amount of money, but it is better than the poor infrastructure and technology that have never been repaired which also causes problems to the environment and the neighbor’s life. Also, I would encourage domestic businesses and investors to invest in the project, especially the water system companies. Once again, it would bring benefits to both sides, either the people, the environment, me, and also the companies whose money is going down due to the pandemic.
=> moving these industrial areas out of the city or residents’ home areas
=> calling for domestic investors

Conclusion:
A summary of all that I just said, please vote for me to fill the seat of Nghe An’s local authority because, of the solutions, I’ve made to the province. For solving the core problems of old traditions, phishing and pollution, this position would probably suitable for me because it would bring lots of benefits to the province’s economy, people, nature, and social development.
